Circumstances of Revelation

Place and time: Al-Mizan does not discuss where or when al-Fātiḥah was revealed.

Why it was revealed: The whole sūrah is divine speech revealed on behalf of the servant. God teaches him in it how to praise his Lord and how to address Him in worship, so that he may recite it when he stands to pray. → Commentary on verse 2 · Narrations

The basmala: Ibn ʿAbbās reports that the Prophet did not know where one sūrah ended until In the name of Allah, the All-Merciful, the Ever-Merciful came down to him. → Narrations

Narrations as application: The ʿAllāmah notes that the Imams of the Ahl al-Bayt apply a verse to everything it fits, because the Qur'an was revealed as guidance for all times and places; such reports are not limited to the occasion of revelation. → Other narrations

A summary prepared from Tafsīr al-Mīzān: where and when the sūrah was revealed, and the occasions reported for its verses, with the ʿAllāmah's view of them. Each point links to the full discussion.
